Abstract

Zusammenfassung Dieses Buchkapitel befasst sich mit den Konzepten und Charakteristika von Katastrophen, Großschadenslagen und Anschlägen. Es werden zunächst die Begriffe „Katastrophe“ und „Großschadenslage“ definiert und voneinander abgegrenzt. Anschließend werden die spezifischen Merkmale von Anschlagslagen erläutert, einschließlich verschiedener Typen und Motivationen von Tätern. Das Kapitel geht auch auf besondere Anschlagsformen wie CBRNE-Bedrohungen, Cyberangriffe und komplexe Anschlagsszenarien ein. Es wird betont, wie wichtig eine einheitliche Führung und schnelle Ressourcenmobilisierung in solchen Situationen sind. Abschließend wird kurz auf die zunehmende Bedeutung des Zivilschutzes angesichts sich verändernder globaler Bedrohungslagen hingewiesen.
