Abstract

Zusammenfassung Das Konzept der Schweigespirale besagt, dass eine Gruppe von Menschen, die ihre Meinung deutlich und weithin präsent zu vertreten weiß, diese gegenüber einer schweigenden Mehrheit behaupten und damit ein Meinungsbild zu ihren Gunsten ändern kann. Allerdings ist dies kein eindimensionaler Prozess, denn auch die schweigende Mehrheit bildet darin einen mächtigen Wirkfaktor. Indem Menschen ihre Umwelt teils im persönlichen Kontakt, teils über Massen- und soziale Medien beobachten, suchen sie sich ein Bild über vorherrschende Meinungen zu machen. Stehen sie mit ihrer eigenen Meinung in Kontrast dazu, verschweigen sie diese lieber, um sich sozial nicht zu isolieren. Solche Schweigespiralen sind nicht nur im Kontext der öffentlichen Meinungsbildung relevant. Sie prägen das organisationale Lernen und die betriebliche Kommunikation. Oft verstärken Schweigespiralen ein ballistisches Verhalten, indem über Konsequenzen des jeweils eigenen Handelns nicht geredet wird. Das kann vernetztes Lernen ebenso blockieren wie nachhaltige Transformationen. Das erfordert einen rapiden und zugleich nachhaltigen Turnaround der Schweigespirale.
