Abstract

Zusammenfassung Das deutsche politische System hat sich selbst so sorgsam und so wirksam in Fesseln gelegt, dass es nur bedingt handlungsfähig, steuerungsfähig und problemlösungsfähig ist. Diese Fesseln strangulieren die Bewegungs- und Gestaltungsräume des deutschen politischen Systems so umfassend, dass sie zuverlässig den Fortbestand seiner Arteriosklerose verbürgen.
