Abstract

Zusammenfassung Der ehemalige Vorsitzende des Nationalen Normenkontrollrates, Johannes Ludewig, bezeichnet die Ausrichtung der deutschen öffentlichen Verwaltung auf Kunden als eine „Kulturrevolution“. Aus seiner Sicht gilt es, „etwas ganz Neues in Angriff zu nehmen, und zwar nicht weniger als die umfassende Modernisierung der Verwaltung, die Neu-Ausrichtung ihres Denkens und Handelns, mit dem Ziel, weniger auf sich selbst zu schauen, stattdessen den Blick zuallererst auf die ‚Kunden‘ ihrer Dienstleistungen zu richten – auf Bürger und Unternehmen.“
