Abstract

Zusammenfassung Europa ist eine wirtschaftliche Großmacht, aber außenpolitisch kaum handlungsfähig und militärisch vollständig von den USA abhängig. Die große Frage ist, ob Europa auch in der neuen geopolitischen Situation diese Rolle spielen soll. Nach der Diskussion von drei denkbaren Szenarien (Hilfssheriff der USA, Teil des durch „Belt and Road“ konstituierten eurasischen Blocks, strategische Autonomie) wird der lange Weg zu einer schrittweisen Erhöhung der europäischen Autonomie skizziert: eigenständige Außen- und Sicherheitspolitik durch die verstärkte Zusammenarbeit von Kerneuropa, neue geopolitische Positionierung gegenüber den USA, China und Russland, Aufbau einer autonomen europäischen Armee; „integrierte Abschreckung“ durch den französischen Nuklearschirm. Der Übergang zur strategischen Autonomie ist anspruchsvoll und kann nur schrittweise erfolgen. Er erfordert einen klaren strategischen Willen und ein intelligentes Konfliktmanagement.
