Abstract

Zusammenfassung Kommunalverwaltungen sind für die Erfüllung der stadtbezogenen Bedürfnisse ihrer Bürger:innen zuständig. Den wenigsten von diesen ist jedoch bewusst, wie viele der städtischen Aufgaben mit ihren eigenen Anliegen nichts zu tun haben. Der Kern der Arbeit läuft, abgesehen von ein paar Baustellen und Artikeln in Lokalzeitungen, für sie unsichtbar im Hintergrund. Aufgaben wie Kanalwartung, Stadtplanung und Budgetverwaltung fressen aufgrund ihrer schieren Menge und Komplexität viele Ressourcen. Umso wichtiger ist es, mit der Digitalisierung dieser Prozesse im Inneren der Verwaltung zu beginnen, um die Beschäftigten zu entlasten und die Kommunen zukunftsfähig aufzustellen. Aber was zählt überhaupt als Prozess? Was muss ein Vorgang in der Verwaltung mitbringen, um für die ganzheitliche oder auch nur teilweise Digitalisierung infrage zu kommen? Und welche Vorteile bringt es überhaupt mit sich, wenn Verwaltungsarbeit digital erledigt werden kann? Antworten finden sich in diesem Kapitel.
