Abstract

Zusammenfassung Es liegt in der Natur vieler Entwicklungsprojekte, dass begünstigte Non-Profit-Organisationen als Durchführungspartnerinnen der ausländischen Geber zur Erreichung derer themenspezifischer Projektziele gefördert werden, nicht jedoch als eigenständige Trägerinnen ihrer Entwicklungspolitik. Zwar haben sich Geldgeber 2005 mit der auch von der Schweiz unterzeichneten Erklärung von Paris (OECD, 2005/2008) auf eine nachfrageorientierte Kapazitätsentwicklung, lokale Ownership und Leadership in dieser Entwicklung geeinigt (OECD/DAC, OECD/DAC. Dieser Paradigmenwechsel muss aber in vielen Projekten erst noch in realistische Maßnahmen übersetzt und die lokalen Verbände tatsächlich als eigenständige, sich am lokalen Markt orientierende Organisationen gefördert werden.
