Abstract

Zusammenfassung Der ungünstige militärische Verlauf des Ersten Weltkrieges für das Deutsche Reich und seine Verbündeten, die zunehmende Kriegsmüdigkeit und Kriegsunwilligkeit in den deutschen Streitkräften sowie in der Zivilbevölkerung und die Tatsache, dass ein Siegfrieden nicht mehr erzwungen werden kann, veranlasste die Oberste Heeresleitung im Spätsommer 1918 ein von ihr kontrolliertes parlamentarisch-parteipolitisches Regime zuzulassen. Dies geschah in der Absicht, einen sich immer deutlicher abzeichnenden grundlegenden gesellschaftlichen Umbruch in Deutschland zu verhindern, wobei es den führenden Militärs in erster Linie daran gelegen war, für den Rückzug des Westheeres innenpolitisch sichere Verhältnisse zu gewährleisten. Da sie zu der Auffassung gelangt waren, dass dazu der amtierende Reichskanzler, der greise Georg Graf von Hertling, außerstande war, wurde diese Aufgabe dem Prinzen Max von Baden übertragen, der am 29. September 1918 die Regierungsgeschäfte übernahm.
