Abstract

Zusammenfassung Der Dreißigjährige Krieg war auslösendes Moment für die Verbreitung des Rauchens mit steigender Nachfrage nach Tabak und größer werdenden Anbauflächen. Damit begann der Tabakanbau 1620 in Straßburg, 1660 im Elsaß und 1681 in Brandenburg. Die weltlichen und geistlichen Regierungen belegten das Tabakrauchen mit Strafen, um den als Laster angesehenen Tabakgenuss einzudämmen. Die kurbayerischen Mandate von 1652/53 verboten „den Bauers- und anderen gemeinen Leuten das Tabaktrinken“; in Tirol wurde 1658 ein Rauchverbot erlassen, bis die Verbote von der finanzpolitischen Ausnutzung des Tabakverbrauchs für Steuerzwecke abgelöst wurden und der Tabak als eines der steuerfähigsten Verbrauchsgüter erkannt wurde.
