Die Standardisierung von Digitaltechnologien in der Praxis – das 5G-Exempel

Abstract

Zusammenfassung Standardisierung ist von erheblicher Bedeutung für die konkrete Ausgestaltung wichtiger Digitaltechnologien und damit für das Entstehen der Märkte von Morgen. Obwohl 5G künftig für die Wettbewerbsfähigkeiten von Volkswirtschaften und Unternehmen essenziell sein dürfte, spielt Deutschland bei der Standardisierung dieser Technologie nur eine unterordnete Rolle. Gerade die künftigen Anwender dieser Technologie, die „traditionellen Industrieunternehmen“, stoßen hier auf neue Standardisierungswelten, mit neuen Akteuren, Regeln, Gremien und tun sich deshalb schwer, ihre spezifischen Anforderungen in der Standardisierung durchzusetzen. Allerdings ist 5G keine bestimmte Technologie, sondern lediglich ein bei der ITU-R festgelegter Anforderungskatalog, der besondere Leistungsmerkmale und Funktionen der nächsten Mobilfunkgeneration umreißt. Hier gäbe es eine leistungsfähige, europäische Alternative zum aktuellen „Mainstream“, die allerdings erst in die 5G-Familie aufgenommen werden muss, um an der technologischen Entwicklung vollwertig teilzuhaben.
