Betriebliche Qualifizierungsnachfrage: Grad, Format, Qualität

Abstract

Zusammenfassung Beim Übergang vom Bildungssystem ins Beschäftigungssystem werden höhere Qualifikation (Hochschulabschluss), mittlere Qualifikation (Berufsabschluss) und Geringqualifikation (ohne Beruf) unterschieden. Der Fachkräftebegriff bezieht sich sowohl auf den Hochschul- als auch auf den Berufsabschluss. Das Verhältnis von Ausbildungsanfängern zu Studienanfängern hat sich von 60:40 auf 50:50 verändert. Wachsender Fachkräftemangel bezieht sich sowohl auf Hochschulabsolventen als auch auf Facharbeiter. Auf diese allerdings mittelfristig in stärkerem Maße. Ein zu „Geringqualifikation“ gehörendes und ausschließlich auf Weiterbildung ausgerichtetes Format ist die Teilqualifizierung. Die Diskussion zur Modernisierung des Ausbildungssystems bezieht sich auf Modularisierung, Generalisierung, Ausbildungsdauer und dualen Rhythmus. Der Anteil geringqualifizierter Beschäftigter beträgt 10 %. Ihr Arbeitslosigkeitsrisiko ist überdurchschnittlich hoch. Technologischer Wandel führt nicht zu Verdrängung zwischen Qualifizierungsebenen, sondern hebt das Gesamtgefüge auf höheres Niveau.
