Abstract

Zusammenfassung In diesem Beitrag werden Versammlungen aus dem Blickwinkel der Kriminalprävention beleuchtet. Dazu wird zunächst die Menschenmenge als Gelegenheitsstruktur für Straftaten diskutiert. Darauf aufbauend wird gezeigt, wie gängige Theorien der Kriminalprävention, beispielsweise die Routine-Aktivitäts-Theorie, die Theorie des rationalen Handelns und die Situative Kriminalprävention genutzt werden können, um Versammlungslagen zu analysieren und systematisch Präventionsansätze zu entwickeln. Im Anschluss wird das von Herold auf Grundlage der vorgenannten Ansätze sowie weiterer Theorien entwickelte RDFC-Interaktionsmodell vorgestellt. In diesem Modell werden die wichtigsten Faktoren, welche die öffentliche Wahrnehmung polizeilicher Maßnahmen beeinflussen, zusammengefasst, mit dem Ziel, der Polizei zu helfen, ihre Maßnahmen so zu wählen und zu gestalten, dass eine Kooperation (im Sinne einer freiwilligen Zusammenarbeit) mit Menschen(mengen) wahrscheinlich wird. Abschließend zeigen die Autoren anhand des 4D-Konzepts, welche Elemente ein Fortbildungsprogramm enthalten sollte, mit dem die vorgestellten Ansätze auf allen Ebenen, insbesondere auch für die Einsatzbeamt*innen vor Ort, vermittelt werden könnten.
