Abstract

Zusammenfassung Viele Klimaexperten und Klimaaktivisten sind überzeugt, dass das Klimaproblem nicht ohne einen grundlegenden Umbau von Gesellschaft und Wirtschaft zu lösen sein wird. Insbesondere das Verhältnis der Städte zum Umland, das Verkehrs- und Transportwesen, das Energieversorgungsnetz und die Dezentralisierung der Energieproduktion werden große Knackpunkte sein. Vielerorts droht ein Flickwerk von Verboten und Einzelmaßnahmen, häufig fehlt eine gerechte Verteilung von Kosten und Einschränkungen mit einer plausiblen und transparenten Gesamtschau, und eine Vielzahl von Lobbys bremsen zusätzlich. Es braucht positive Anreize, die von der großen Mehrheit der Bevölkerung verstanden und mitgetragen werden. Auch einschneidende Maßnahmen können notwendig sein.
