Abstract

Zusammenfassung Die Einführung von E-Services in öffentlichen Verwaltungen ist ein zentraler Bestandteil der Digitalisierung des öffentlichen Sektors. An einem solchen Einführungsprozess sind häufig eine Vielzahl von Akteuren beteiligt: öffentliche Verwaltungen, privatwirtschaftliche IT-Unternehmen, zivilgesellschaftliche Akteure und Nichtregierungsorganisationen. In der Forschung wird ein solcher Zusammenarbeitsprozess als „Collaborative Governance“ bezeichnet. Der Kanton Zürich hat in den letzten Jahren zwei wichtige Services digitalisiert: Umzugsmeldungen und Baugesuche. Dieses Kapitel beschreibt und analysiert die beiden Prozesse der Einführung des E-Services und fragt nach Faktoren für erfolgreiche Collaborative Governance Projekte im Bereich E-Government.
