Abstract

Zusammenfassung Die COVID-19-Pandemie stellt eine Herausforderung für alle Staaten dar, besonders jedoch für die Kohlenwasserstoff exportierenden Länder. Der deutliche Rückgang des weltweiten Verkehrsaufkommens aufgrund restriktiver Maßnahmen und die sinkende Nachfrage sorgten für einen Preisverfall auf dem Ölmarkt. Infolgedessen gingen die Staatseinnahmen stark zurück, Haushaltsdefizite mussten aus anderen Finanzierungsquellen gedeckt werden. Vorliegender Artikel untersucht die Rolle der Staatsfonds einiger ölexportierender Länder im Hinblick auf die Finanzierung von Haushaltsausgaben, die aufgrund der Umsetzung groß angelegter Anti-Krisen-Programme deutlich gestiegen sind. In Ländern wie Kolumbien, Norwegen und Peru haben Staatsfonds eine bedeutendere Rolle gespielt als in Ghana und Russland. Im Gegensatz zu Ghana und Russland wurde in diesen drei Ländern die nationale Haushaltsregel ausgesetzt, so dass Finanzmittel aus dem Fonds in einer Höhe entnommen werden konnten, die die Höhe der ausgefallenen Öleinnahmen überstieg. Die große Bedeutung der Staatsfonds zeigt sich zudem darin, dass ihre Mittel eine der ersten Finanzierungsquellen für staatliche Programme wurden. Berechnungen der Höhe der aus den Staatsfonds im Jahr 2020 pro Kopf eingesetzten Mittel ermöglichen objektivere länderübergreifende Vergleiche.
