Abstract

Zusammenfassung “Scheitert der Euro, dann scheitert Europa”. Dieser Satz aus der Regierungserklärung Angela Merkels vom 19. März 2010 wurde zum Leitspruch für die “Euro-Rettung” von Beginn an. Doch nicht die Stabilität des Kreises der Mitglieder der Europäischen Währungsunion (EWU), sondern die Stabilität der Euro-Währung (Art. 127 Vertrag über die Arbeitsweise der Europäischen Union, AEUV) sowie das Verbot der monetären Staatsfinanzierung (Art. 123 AEUV) und das Bail-out-Verbot (Art. 125 AEUV) sind die vertragliche Grundlage.
