Abstract

Zusammenfassung Im Rahmen einer Staatsschuldenkrise verschiedener Euro-Mitglieder ist die Möglichkeit eines Austritts einzelner Länder oder gar eines Zerfalls der Eurozone nicht auszuschließen. Die Geschichte von Währungsunionen gibt hierfür zahlreiche Beispiele. Ein Austritt bedarf allerdings der gründlichen Planung und Vorbereitung. Entgegen der Vermutung, lediglich die Schaffung einer Währungsunion benötige Koordination, ist ein Konsens zwischen den Mitgliedsländern unbedingt notwendig, will man Probleme für die neue Währung und Konflikte mit der Rest-Union vermeiden. Vorteilhaft wären Vorkehrungen durch institutionelle Regelungen in den EU-Verträgen, die einen Austritt eines Mitgliedes oder gar die vollständige Auflösung der Währungsunion prozessural und rechtssicher vorsehen.
