Abstract

Zusammenfassung Staatliche Schuldtitel mit gemeinschaftlicher Haftung, kurz: Eurobonds, sind der Dreh- und Angelpunkt einer politisch-normativen Fragestellung. In welche Richtung wird beziehungsweise soll sich die Eurozone im Rahmen der Staatsschuldenkrise bewegen? Der Beitrag konzentriert sich auf den ordnungspolitischen Blickwinkel. Ökonomisch verstoßen Eurobonds - ohne einen gleichzeitigen Souveränitätsverzicht der Mitgliedstaaten - gegen das marktwirtschaftliche Prinzip der Haftung. Marktkontrolle wird durch politische Kontrolle ersetzt. Die damit verbundene Außerkraftsetzung des Zinsmechanismus ist mit hohen impliziten Transfers verbunden, führt zu Kapitalumlenkungen in die Krisenländer und mindert deren Anreize, notwendige Strukturreformen anzugehen. Der Beitrag thematisiert den Bezug zu den bisherigen Rettungsinstrumenten und weist auf rechtliche Bedenken hin.
