Abstract

Zusammenfassung Griechenland und die Eurogruppe haben bislang drei Hilfspakete geschnürt (2010, 2012, 2015) und zusammen durchgeführt, ohne dass sich die Schuldentragfähigkeit verbessert hätte und das Land jetzt nachhaltig auf eine selbstbestimmte Zukunft “auf eigenen Füßen” zusteuern würde. Da die Voraussetzungen für ein neues Hilfsprogramm EU-vertraglich 2015 nicht vorlagen, hätte ein Zahlungsausfall Griechenlands spätestens Ende Juni 2015 erfolgen müssen. Den deutschen Steuerzahler hätten die (gescheiterten) Rettungshilfen bis dahin zwischen 62 und 93 Mrd. EUR gekostet. Ad hoc hätte Griechenland den “Geuro” als Notgeld regierungsseitig herausgeben können. Eine erfolgversprechendere Alternative wäre allerdings ein einvernehmlicher, mit dem EU-Recht vereinbarer Austritt aus dem Euro in Kombination mit der Emission einer vermögensfundierten Neä Drachmä gewesen.
