Abstract

Zusammenfassung Lange Zeit galt das Liquiditätsrisiko als reines „consequentual-risk“, d. h. als bloß mögliche Folge einer rasch abschmelzenden Kapitalbasis. In Zusammenhang mit der Finanzkrise in den Jahren 2007 bis 2009 und den damit verbundenen Verwerfungen auf den Geld- und Kapitalmärkten wurde diese verbreitete Annahme weitgehend revidiert. Der Basler Ausschuss für Bankenaufsicht (BCBS) schlug im Rahmen des Programms „Basel III“ als Reaktion unter anderem die Etablierung einheitlicher Liquiditätskennzahlen vor. Diese wurden im europäischen Bankenaufsichtsrecht durch die Verordnung „CRR“ verankert und durch deren Novelle im Jahr 2019 („CRR II“) erweitert. Der vorliegende Beitrag bietet eine Einführung in die Ursachen, Wirkungen und Reaktionen der globalen und europäischen Bankenregulierung im Bereich des Liquiditätsrisikos.
