Epilog – Europa reguliert KI

Abstract

Zusammenfassung Im April 2021 legt die Europäische Kommission nach vielfältigen KI-bezogenen Maßnahmen einen Vorschlag zur risikobasierten Regulierung von künstlicher Intelligenz in der EU vor. Ziel ist, KI-Anwendungen mit unzumutbarem Risiko, wie z. B. staatliche, biometrische Überwachungs- und Social Scoring-Systeme, zu verbieten und für Anwendungen mit hohem Risiko, strenge Anwendungsregelungen vorzuschreiben. Dazu zählen z. B. die Steuerung kritischer Infrastrukturen oder der Zugang zu Berufsangeboten oder Krediten durch automatisierte Profile. Auch wenn das Gros der KI-Anwendungen in Europa als kaum riskant eingestuft und somit unreguliert bliebe, kommt viel Widerstand aus der Wirtschaft. Grund sind Befürchtungen, dass eine fachlich unkundige, bürokratische Überregulierung zum Hindernis für Innovationen und Investitionen wird und Europa im Rennen um technologische Führung im KI-Bereich als Schlusslicht hinter den USA und China zurückbleiben würde.
