Abstract

Zusammenfassung Die Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH setzt für die deutsche Bundesregierung und andere Auftraggeber, insbesondere die Europäische Union (EU), Vorhaben im Sicherheitssektor um, die der Bildung und Stärkung des legitimen staatlichen Gewaltmonopols in ausgewählten Partnerländern dienen. Ziel ist es, die Kapazität von Sicherheits- und Strafverfolgungsbehörden zu verbessern und demokratische Kontrolle zu stärken. Staatliche Institutionen sollen insbesondere befähigt werden, menschliche Sicherheitmenschliche Sicherheit zu fördern und so zu Frieden, Stabilität und Entwicklung beizutragen. Ein Beispiel hierfür ist das „Programm zum Aufbau und zur Stärkung polizeilicher Strukturen in ausgewählten Partnerländern in Afrika“, das seit 2009 im Auftrag des Auswärtigen Amts in Partnerländern in Subsahara-Afrika sowie in der Sahelzone umgesetzt wird, um die Professionalisierung nationaler Polizeibehörden zu fördern. Der folgende Beitrag zeigt die bisherigen Ansätze, Herausforderungen und Erfolge der von der GIZ im Polizeibereich durchgeführten Projekte auf und versucht, daraus allgemeine Erkenntnisse für diesen komplexen Bereich abzuleiten.
