Abstract

Zusammenfassung Der Staat hat die Aufgabe, die Rahmenbedingungen so zu gestalten, dass eine Gesellschaft die knappen Ressourcen möglichst optimal nutzt. ”Optimal“ heisst, dass die Ressourcen dort eingesetzt werden, wo sie insgesamt den h¨ochsten Mehrwert schaffen. Dies bedeutet, dass Produkte und Dienstleistungen bereitgestellt werden, welche für die Individuen in der Gesellschaft und die Gesellschaft als Ganzes den grössten Nutzen generieren, und dass diese Produkte und Dienstleistungen möglichst ressourcenschonend produziert werden.
