Abstract

Zusammenfassung Die Arbeit von Polizeikräften geht heute mit dem Anspruch einher, bürgernah und kundenorientiert zu kommunizieren und gleichzeitig den gestiegenen Anforderungen der Eigensicherung gerecht zu werden. Dieser vermeintliche Widerspruch zeigt sich immer wieder. Psychologie und Polizeitaktik werden oft als gegensätzliche Aspekte betrachtet. Mit der Einsatz-Kompetenz-Strategie (EIKO) wurde bei der Stadtpolizei Zürich ein Konzept entwickelt, welches diese beiden beruflichen Anforderungen an Polizeikräfte miteinander verbindet. Mit der EIKO-Strategie werden Handlungsanweisungen für das Verhalten auf der Straße definiert mit dem Fokus, dass Einsatzkräfte Situationen proaktiv steuern und frühzeitig Einfluss auf abweichendes Verhalten nehmen. Im Zentrum der EIKO-Strategie steht eine empathische, aber klare Kommunikation, welche dadurch gekennzeichnet ist, dass auf „Machtspiele“ verzichtet wird, dem Gegenüber aber deutliche Grenzen aufgezeigt werden, sollten die polizeilichen Anweisungen nicht eingehalten werden.
