Facilitating Knowledge Sharing and Cooperation in Public Procurement by Professional Social Networks—Learnings from the Public Administration and Procurement Network

Abstract

Web-based social networks are not only part of the daily life for millions of individuals; they also represent a potentially valuable tool for knowledge sharing, cooperation and communication in the public sector and especially in public procurement. While the usage of open external social media platforms dominates, intra-organizational (IT-based) social networks are still rare and only very few dedicated open social networks for the public sector exist. We introduced the Public Administration and Procurement Network (PAPN), an open web-based social network explicitly for users from the public sector in 2008. This paper presents key learnings from the journey, starting with the go-live more than ten years ago until today with more than 20,000 PAPN users. While doing so, we reflect upon the academic literature in the domain. However, only very few sources address the manifold critical success factors associated with running such a network.
