Abstract

Zusammenfassung Vor allem wenn Märkte versagen ist staatliches Handeln notwendig und sinnvoll. Nach dem Platzen der Internet Bubble 2000 war es auch für die allerbesten Tech Start-ups in Deutschland praktisch nicht mehr möglich, die erste Startfinanzierung zu bekommen. Vielversprechende Technologien und Konzepte blieben unrealisiert in der Schublade. Der unternehmerische Nachwuchs blieb aus. Mit einer Reihe von Maßnahmen adressierten Bund und Länder die Lücke bei der Seedfinanzierung. Der High-Tech Gründerfonds (HTGF) stellte dabei den zentralen Baustein dar: Mit über 600 finanzierten Start-ups war der HTGF direkt und indirekt an dem Aufschwung der deutschen Gründerszene beteiligt.
