Abstract

Zusammenfassung Der Beitrag beschäftigt sich mit der Frage, welche Merkmale eine Smart Region auszeichnen, wie regionale Vernetzung neu gestaltet werden kann und welche Elemente bei der Entwicklung wichtig sind. Aus der Sicht des Verfassers ist eine smarte Region kein Synonym einer digitalen Region. Smart wird eine Region erst durch das Zusammenwirken technologischer, auch digitaler, Innovationen, mit sozialer und institutioneller Innovation. Daher bildet die strukturelle und organisationale Dimension des regionalen Zusammenwirkens den archimedischen Punkt. Eine smarte Region, i.S. eines regionalen Innovationssystems, benötigt ein neuartiges „Organsisational Design“, Sprachfähigkeit zwischen Experten und Sektoren, Beziehungskapital und Boundary Spanner für den gemeinsamen Erfolg. D. h., es ist ein systemischer Lösungsansatz erforderlich, der Strukturen und Expertenwissen mit Kooperationskompetenz verbindet. Der Beitrag konkretisiert diese Überlegungen an Hand von nationalen und internationalen Praxisbespielen, aus denen sich eine Transferagenda ableitet.
