Governance of Bid-Rigging in the Bidding

Abstract

This paper builds the motivation—behavioral model of bid-rigging to explore the reasons of bid-rigging. There are mainly four factors—there venues, costs, psychodynamic and opportunity of bid-rigging effecting the motivation which lead to the action. This paper analyzes the four factors and gives the corresponding countermeasures.
