Paper analyzed the current primary supply form of public rental housing and real residential demands of its target people, then summed up three main reasons on high vacancy phenomenon. Finally, paper makes a recommendation for government to take diversified measures, and expects such solutions could improve the effectiveness of public rental housing’ allocation and embody its security functions.
