Abstract

The relevance of ICTs for socio-economic development is becoming more and more significant for the developing countries, as well as for economies in transition. Considering the tendency of developed countries to transform from the traditional structured economy, based mainly on work and capital, into economies based on knowledge (where the ICTs play a fundamental role), the process of building an open, inclusive and global Information Society (IS) has a special meaning. Particularly in these times of the progressing globalization process, access to the borderless virtual world may create opportunities for bridging socio-economic divides.
