The Proposals for the CAP Post-2020

Abstract

Preparatory work for the post-2020 CAP began well in advance, as early as 2016. After extensive consultation with institutions and social components, the Commission presented its proposals in December 2017. These proposals are primarily characterised by the retention of the two pillars and direct payments at the core of the CAP, once again broken down into various measures. An important innovation is the so-called New Delivery Model, which transfers the implementation decisions of the CAP to the Member States through National Strategic Plans. Another innovation is the new green architecture based on enhanced conditionality, eco-schemes, and agri-environmental commitments under the rural development policy. Meanwhile, in 2016, the referendum leading to the United Kingdom’s exit from the European Union in 2020 took place. Brexit has implications for agricultural policy, particularly concerning its funding. The UK’s departure indeed creates a shortfall in the Union’s budget at a time when net contributing countries (the Frugal Four) are already opposed to the majority of beneficiaries. Ultimately, the funds for the CAP are significantly reduced in the proposed Multiannual Financial Framework for the 2021–2027 period.
