Abstract

Vietnam’s economy over the past 30 years has made remarkable progress in terms of quantity such as GDP per capita increasing from 95.19 USD (in 1990) to 3743.12 USD (in 2021) (IMF.2022)—the average GDP growth rate has been 6.5–7% over the past 35 years, attracting investment capital from many developed countries—the economic structure has shifted toward export. However, the negative side of economic growth not only degrades the environment and exhausts natural resources but also negatively impacts many social problems such as social stratification, rich-poor divide, inequality, society, etc., forcing the state of Vietnam to pay attention to solving them. Social problems arising in the process of economic growth have both objective and subjective causes. In order to effectively solve the social problems arising in the process of economic growth in Vietnam, it is necessary to have a synchronous solution, in which the role of the state in the management, regulation, and intervention necessary to the country through building and perfecting a system of social policies is very important.
