Abstract

As more states adopted Kansas Banking Commissioner Joseph N. Dolley’s Blue Sky Act to regulate securities sales, brokers specializing in mining shares, soon joined by the larger Wall Street and regional investment banks, began publicity and lobbying campaigns charging the law was a paternalistic infringement on American liberty. Their first efforts, however, had mixed success.
