Policy Incoherence? The UK–Rwanda Asylum Partnership Arrangement

Abstract

This chapter addresses the 2022 UK–Rwanda agreement allowing the British government to send asylum seekers to Rwanda, a recent and controversial arrangement. The UK government has inserted the asylum agreement within its wider socio-economic development partnership with Rwanda (the Migration and Economic Development Partnership or MEDP). Yet, this partnership shows a lack of policy coherence on the part of the UK government, it does not prioritise human rights, it is environmentally destructive, contrary to the British green development objectives and will affect asylum seekers in unjust ways. Finally, the MEDP lacks synergies with Britain’s existing aid policies and programmes in Rwanda and does not provide feasible solutions in its approach to the migration challenge.
