NDBs are considered as development actorsDevelopment actors of the economy and are, therefore, used as important instruments by governments to promote economic developmentEconomic development. They remain an essential part of modern financial systemsFinancial system(s) in both developed and developing countries, and their relevance has been revived in the context of the recent COVID-19 pandemicCOVID-19 pandemic and economic crisesEconomic crises. The crises have prompted recent debates on the role of development banksBanks, and public banksBanks in general, as tools for addressing various economic, social and environmentalEnvironmental social and government challengesChallenges faced by emerging economies in AfricaAfrica, including Uganda.
