Abstract

It has been said (Feinberg, R., 2016) that a lack of data and access to interviews with Cuban officials and executives has made it difficult to present a clear picture of foreign investment and economic development in Cuba, thus resulting in a scarcity of information. Part One: Government attempts to resolve some of the mystery by examining the various perspectives of officials from Cuba and abroad. Collectively, these show the possibility for dialogue, cooperation, and negotiation between different systems of governments and their representatives. This chapter is an interview that occurred at the Cuban embassy in Ottawa in March 2020. Cuba’s First Deputy Minister Marcelino Medina González of the Ministry of Foreign Affairs (MINREX) was in Canada leading a delegation to attend the annual political consultations between MINREX and Global Affairs Canada officials. His visit coincided with the 75th-anniversary celebration of diplomatic relations. The interview addressed aspects of the Cuba–Canada relationship, the historical links between both countries, Cuba–Quebec relations, and the hope for expansion. We also discussed the topics covered at the meetings with Global Affairs.
