Abstract

This chapter discusses how, despite hurdles towards global cooperation examined in Chap. 5 , a coalition of globalist leaders has managed to promote global and regional action on (a) research, (b) development, manufacture and equitable distribution of vaccine and (c) economic stimulus, rescue and recovery to control the pandemic There are also many proposals on the books, for example, an International Pandemic Treaty (IPT) for a more effective early warning and surveillance system and a Health Preparedness and Response Authority (HERA). But it is unclear whether, in the absence of a political will on the part of major powers, and growing inter-country political and economic tensions, the future global initiatives can be implemented more effectively than the ones that have already been tried out.
