Chinesische Investitionen in Deutschland: Fluch oder Segen?

Abstract

Zusammenfassung China kauft Deutschland auf, „Chinas Firmenkäufe in Deutschland laufen heiß“. Nicht nur wegen solcher Schlagzeilen machen chinesische Investoren in Deutschland in letzter Zeit von sich reden. Einerseits gibt es Rekordgeschäfte – das Tempo der Übernahmen hat sich so beschleunigt, dass im Durchschnitt jede Woche ein deutsches Unternehmen in chinesischen Besitz übergeht. Andererseits gab es Anfang 2018 Arbeitsplatzverluste bei Firmen wie der LEDVANCE GmbH (ehemals OSRAM GmbH) und KUKA. Insider sprechen von einer Übernahmewut chinesischer Investoren in Deutschland und erwarten weitere Zukäufe. In der deutschen Wirtschaft und Politik (wie auch in der Europäischen Union) gibt die Übernahmewelle Anlass zur Sorge. Daraus ergeben sich die folgenden Fragen: Was sind die Gründe für Übernahmen in Deutschland? Ändert sich das Verhalten der chinesischen Investor:innen? Ist das Bild chinesischer Investor:innen in Deutschland durch die Fälle LEDVANCE oder KUKA massiv getrübt? Zur Beantwortung dieser Fragen fasst dieser Beitrag zum einen neuere Analysen chinesischer Investitionen in Deutschland zusammen und stützt sich zum anderen auf die Erfahrungen von Betriebsrät:innen und Expert:innen der Mitbestimmung in Deutschland, die von diesen Übernahmen direkt betroffen sind.
