Abstract

Zusammenfassung Die gängige österreichische Theorie geht davon aus, dass der Macht der Märkte keine Grenzen gesetzt sind und dass dem Funktionieren des öffentlichen Sektors und der Wirksamkeit der Demokratie erhebliche Grenzen gesetzt sind. Es wird argumentiert, dass bedeutende und unvermeidliche Ursachen für das Versagen des Staates einen triftigen Grund für die Ausweitung des privaten Sektors und die Minimierung des Staates darstellen. Unsere These in diesem Kapitel ist, dass man, wenn man das Wesen und die Funktionen moderner demokratischer Mischwirtschaften richtig versteht, anerkennen muss, dass es dem Staat manchmal gelingt, genau die Funktionen zu erfüllen, von denen die Österreicher behaupten, dass er sie nicht oder nicht gut erfüllen kann, und dass seine Effektivität viel mehr von der Kultur und der sozialen Ordnung abhängt, als wir gewöhnlich erkennen. In diesem Sinne gibt es die behaupteten „Grenzen des Staates“ in Wirklichkeit nicht.
