Abstract

Zusammenfassung Wenn man die Kosten und den Nutzen des Flüchtlingszustroms gegeneinander aufrechnet, ergeben sich kurzfristig keine großen Auswirkungen auf die EU-Wirtschaft. Langfristig werden die Nettoeffekte jedoch wahrscheinlich leicht positiv sein. Die potenzielle Schattenseite des Flüchtlingszustroms besteht darin, dass die Neuankömmlinge, vor allem die jungen, sich an den Rand gedrängt fühlen, frustriert sind, den weniger effizienten, kriminalitätsanfälligen informellen Sektor ansteigen lassen oder sich sogar dem Fundamentalismus zuwenden und es zu sozialen Unruhen und Umwälzungen kommen kann. Im Allgemeinen funktioniert die Integration von Flüchtlingen besser, wenn der Ansatz freiwillig und unterstützend ist und nicht zwangsweise und obligatorisch. Der Privatsektor, einschließlich der IFC/Weltbank, kann eine wichtige Rolle bei der wirtschaftlichen Integration von Flüchtlingen spielen, unter anderem durch die Entwicklung von Unternehmertum und die Unterstützung von flüchtlingsbezogenen Kleinunternehmen.
