Abstract

Zusammenfassung Die jüngsten Versuche der EU, Offshore-Bearbeitungszentren in Nordafrika einzurichten, um Asylsuchende von ihren Küsten fernzuhalten, wurden von Menschenrechtsgruppen als Verstoß gegen die Menschen- und Flüchtlingsrechte kritisiert. Sowohl Australien als auch die USA haben ausgiebig von der Politik des Abfangens auf See und der Offshore-Verarbeitung Gebrauch gemacht. Diese Praxis hilft zwar zu vermeiden, dass Asylsuchende riskante Reisen unternehmen und Opfer von Menschenhändlern werden, birgt aber auch die Gefahr, dass gegen Menschen- und Flüchtlingsrechte verstoßen wird. Außerdem stellen die beklagenswerten Bedingungen in den Offshore-Zentren oft eine echte Bedrohung für das Leben, die Freiheit und das Wohlergehen der Asylsuchenden dar. Die Bearbeitung im Herkunftsland selbst hat den Vorteil, dass unsichere Reisen vermieden werden, aber ohne angemessene Schutzmaßnahmen sind die Asylsuchenden weiterhin Vergeltungsmaßnahmen in ihrem Herkunftsland ausgesetzt.
