Abstract

Zusammenfassung Die bestehende starre Klassifizierung der verschiedenen Arten von Migration und ihre enge Anwendung sowie der begrenzte Geltungsbereich der UN-Flüchtlingskonvention von 1951 haben dazu beigetragen, dass die EU Schwierigkeiten hat, ihre gemischten Migrationsströme zu steuern. Mehrere strategische und taktische Fehler der EU haben die Situation noch verschlimmert. Dazu gehören das Versäumnis, den engen Zusammenhang zwischen der Freizügigkeit innerhalb der EU und dem Schutz ihrer Außengrenzen zu erkennen, das Fehlen eines robusten Frühwarnsystems, die verspätete Überwachung der raschen Veränderungen in Richtung und Ziel der Migrationsströme, Fehler im Abkommen der EU mit der Türkei und dessen Verwendung als Vorlage für Abkommen mit anderen Transitländern, einschließlich Libyen, sowie ein oberflächliches Herangehen an die Ursachen der illegalen Ströme in den Herkunftsländern.
