Abstract

Zusammenfassung Im Mai 2015 schlug der Präsident der EU-Kommission vor, 40.000 potenzielle Asylbewerber, die in Griechenland und Italien ankommen, innerhalb der EU zwangsweise zu verteilen und 20.000 Flüchtlinge von außerhalb in der gesamten EU neu aufzunehmen. Im Juli 2015 beschloss der EU-Rat jedoch nur die freiwillige Aufnahme von 32.000 Asylsuchenden und die Aufnahme von 22.000 Flüchtlingen von außerhalb der EU. Später beschloss er, weitere 100.000 Asylsuchende aufzunehmen, wobei Griechenland für ihre vorübergehende Unterbringung und Überprüfung sorgte. Auf die Vereinbarung, die integrierte Grenzkontrolle als gemeinsame Aufgabe anzuerkennen, folgte die Schaffung der Europäischen Grenz- und Küstenwache. Die EU schloss auch ein umstrittenes Abkommen mit der Türkei, um den Zustrom von Migranten/Flüchtlingen einzudämmen. Im November 2016 nahm sie den Aktionsplan von Valletta an, der auf eine engere Partnerschaft mit den Herkunftsländern abzielt, um die Ursachen der illegalen Migration zu bekämpfen, und kurz darauf die Erklärung von Malta, um Italien durch die Gewährleistung einer größeren Stabilität in Libyen, einem wichtigen Transitland, zu unterstützen.
