Abstract

This chapter synthesizes the discussion on Egypt’s development strategy, weighing the significance of leadership versus institutions. It argues that while leadership is critical in the initial stages of development, robust and effective institutions are indispensable for sustainable impact. The narrative critically addresses the adoption of “bad ideas” in economic policy and emphasizes the necessity of abandoning these for comprehensive and sustainable reforms. Highlighting Egypt’s challenges amid a global “permacrisis,” the chapter advocates for a pragmatic economic policy framework that prioritizes avoiding harm and fosters inclusive growth. It delves into the essentials of financing growth, managing debt responsibly, and the critical importance of inflation targeting, alongside promoting exports and a balanced approach to imports. The chapter also underscores Egypt's need to leverage digital transformation for localizing sustainable development and advancing structural reforms to ensure economic resilience, inclusiveness, and sustainability. This presents a holistic view of Egypt’s path forward, emphasizing investment in human capital, infrastructure, and the crucial role of effective and inclusive policymaking.
