In: The Political Economy of Crisis Management and Reform in Egypt

Abstract

This chapter reviews Egypt’s crisis management strategies in response to the global triple-F (financial, food, and fuel) shocks. It then covers policy efforts to stabilize the economy supported by the 2016–2019 IMF Extended Fund Facility (EFF), macroeconomic and health system impacts of the COVID-19 pandemic, and the resurgence of threats following the war in Ukraine. This chapter tries to answer whether Egypt’s crisis management has been helping the country resume growth and development after such setbacks. The chapter concludes with a scorecard benchmarking Egypt’s performance against that of successful developing countries across key parameters identified by the Growth Commission report as critical to growth, pointing to a roadmap to enable Egypt to avoid bad policy ideas, optimize reform gains, and minimize threats to future development. One of Egypt’s key goals is to strengthen its resilience to recurrent shocks and sustain growth to achieve prosperity for all Egyptians.
