Abstract

Since the collapse of the Soviet Union and the disintegration of the Warsaw Pact in 1991, the West and Russia have had three decades to develop a common security architecture in Europe, which of course would have involved not only leading European NATO member countries but also the US in corresponding negotiation processes. The Russo-Ukrainian war shows that attempts in this direction have tragically failed. US-Russia relations are particularly important because the old Cold War adversaries now faced each other in a new and altered way. Since 1991, the US no longer faced the Soviet Union, but a new Russia, and there were important arms control issues, but also cooperation issues: for example, cooperation on the project of an international space station.
