Abstract

This chapter discusses Georgia’s public debt in 2004–2012 and institutional, procedural and legal factors influencing decisions and outcomes. It explores public debt-related risks and mitigation strategies. It discusses trade-offs between borrowing from international development partners and capital markets. It explores how a sovereign’s access to international capital markets can attract private investment and explains work with international development partners.
