Abstract

This chapter dives into the world of donor procurement and its global markets, looking at tendering processes for both firms and individuals, at development clearing houses, and how bidding systems work. A special look is given to the Terms of Reference as an important if imperfect artifact. Special attention is also given to the myth of neutral, technical expertise, the triumphant mediocracy of the CV, stables of experts, and the devaluation of local knowledge and local expertise. A particular emphasis is also given to the history and evolution of consulting and contracting firms, including today’s strategies for penetration and expansion in the business.
