Informality

Abstract

This chapter looks in some detail at informality as an unfortunate but defining feature of the Rest. It is something that modernist recipient governments abhor, yet it is something that donors have tried various ways to formalize, with little success. Informal urbanization in the Rest has also been taken up, and various donors have tried to harness the informal housing dynamic and strengthen urban communities, but little seems to work. Overall, informality is left to fester in developing countries and great opportunities are lost.
