Abstract

This chapter looks at the many ways that the Rest resists and counters the donor onslaught. These include using donors to legitimize grand policies, leaving donors to deal with the difficult problems, and playing off donors against one another. They also include leveraging access to powerful decision makers, letting the donor do all the technical work, curtailing access to information, simple procrastination, and answering the question: who is helping whom? Why are these strategies and postures so popular, and what are the effects?
